No Lobby Voice chat on NS2

The Voice chat function works normally in matches but not in the lobby. Is this what the NS2 version is supposed to be like or a bug? I can still choose to mute other players. Occasionally, I see a speaker icon pop up for a second next to my name but I can’t hear anything.
