Server Lag???

I seem to be getting lag spikes where my ping goes from 45 to 175. 

Sometimes when shooting or running the gun shops shooting, or hesitates changing guns, or character freezes for a few seconds.  Other times I think that I have ducked behind cover to reload or heal and on the kill cam I am standing still out in the open.  I have had other spectating me in the game tell me that "It looks like I am standing still in the open", and that I am getting "in game lag". 

This is effecting my gameplay quite a lot.  Any help would be appreciated.

My system is optimized for gaming. My ISP is Charter using their fastest available.
