Sheila not reloading faster with the Lock and loaded perk

I've been a rampart main since she came out so I had a felling something was off when I hopped on my girl shelia. I tested the reload times and shelia has the exact same reload times when im not behind amped cover and when I am. I pretty sure this is a bug cause last season the reload increase perk work with shelia.
