Ya, this is crazy annoying. Just happened to me right now. I got that stupid bug that prevents your mouse from turning your character at the start of the game so I had to restart. Now I'm currently stuck indefinitely at the loading screen, presumably until my team in-game dies.

People I know have been complaining about this a lot.

Notice how if your partner disconnects he NEVER returns anymore.
