Keep in mind that Apex Packs from Collection Events do not count towards the 500 pack count for getting a guaranteed Heirloom.
A player cannot open more than 500 Apex Packs (excludes Collection Event Packs)

If you opened any of those packs and counted them towards the 500 pack minimum, then that would explain why you have opened more than 500 but haven't received an heirloom yet.
Correct, to my knowledge these were raw packs. Any collection event I wouldn't do since there's a guaranteed heirloom after you receive all collection event items.
