Battlefield Pro 'Instant' Unlocks not unlocking

I purchased BF Pro and got the tier skips and XP boosts OK, but the instant unlock skins show as unlocked in the Battlepass section, but not in the Loadout section(showing up as locked or not showing...

Any luck? On a whim I decided to get the pro pass and all 12 instant unlocks are still locked in my loadout options. Ridiculous.
