Battlefield Pro 'Instant' Unlocks not unlocking

I purchased BF Pro and got the tier skips and XP boosts OK, but the instant unlock skins show as unlocked in the Battlepass section, but not in the Loadout section(showing up as locked or not showing...

bad neighbor skin is not unlocking from the battlepass event

It's been two months now, and my Bad Neighbor skin still isn't unlocking. I even reached out to EA Help, but they said they couldn't do anything.
