Battlefield Pro 'Instant' Unlocks not unlocking

I purchased BF Pro and got the tier skips and XP boosts OK, but the instant unlock skins show as unlocked in the Battlepass section, but not in the Loadout section(showing up as locked or not showing...

I’m on Steam and purchased first the regular battle pass and then the BF Pro. I got refunded my spent credits for the battle pass but didn’t get the extra skins I wanted. I made sure all my accounts were linked, looked through my messages, and looked at my order history. My order history is blank I am assuming because I purchased it through the steam store?
