Cannot spawn or edit a loadout as Support if the defibrillator is off

On Portal servers where defibrillators are disabled, players that had them selected before joining the server cannot edit the loadout due to the conflict of gadgets. If the player only has two gadgets unlocked as Support and the defibrillator is one of them, they outright cannot spawn.
