Certain vehicles never spawning on certain maps

Nearly every map in the game has an issue where certain vehicles will never spawn. On most, one side's helicopter will spawn but the other team's wont. On Cairo one side only the IFV will spawn and on the other only the MBT. These sides are consistent and don't flip (NATO's heli's only consistently don't spawn). This is every single game every single time. It's not just they "sometimes" don't spawn. This to me feels like the biggest gameplay bug at the moment and should be prioritized as it completely screws the balance of maps.
