CHOPPER laser guided missile not able to lock on to painted targets.

It says in the description that it should be able to lock on to painted targets.  I see the yellow boxes indicating the target is painted yet i still cant lock on and can only guide the missile manually.   Is anyone else having this issue?   its driving me crazy.
