Class perk points

Multiple rounds i have seen others playing recon on opposing team that have higher tiers unlocked while I am sitting only at the second one. I have more points, kills, captures, and assists but yet they have everything unlocked. This needs to be rebalanced.

Edit: Ive also had the reverse happen where I get it already quick and can also use the UAV multiple times in a row
