Community Portal Experiences Don't Work Properly

I have tried several community portal experiences to try testing vehicles. None of them work properly. They all do not allow spawning at base and there are no vehicles spawned at all. I have been reporting these servers thinking they were pranks, but I suspect it is actually a bug.
