Contant Microstutters and rubberbanding

I've experienced micro-stutters and rubberbanding for over a month now. Can barely play the game, it's SO annoying. Playing on steam.

Issues:

• Me and other players microstutters/rubbern bands back and forth, side to side while in combat. I find myself crouching behind cover, and by char gets dragged backwards again, pulling me out of cover. It also means enemies suddenly "blink" around corners while running around, rubberbanding back and forth through the iar while running/jumping/crawling with extremely unpredictable movement. I'll be the first to admit my aim is trash, but this surely isn't helping. 
• Pressing 1-4 to change weapons/gear oftentimes changes right back to what I had equipped previously, I have to constantly fight the game in pulling up my javelin whenever I see a plane flying over, and the game keeps switching back to my SMG. Extremely infuriating. 
• Any vehicles I drive have the same issues, getting dragged back and forth whenever I'm driving. I don't seem to have this issue while I'm riding along with other vehicles, unless I'm standing directly on top of them, which result in my character constantly stuttering from side to side, up into the air or backwards, and then get dragged back onto the vehicle, which makes me think the game somehow knows I'm standing on the tank, but my client can't keep up?
• Thrown grenades blinks back and forth while flying through the air, making it pretty much impossible to calculate where they'll land and take cover. 
• Trying to revive friendlies with shock pads is equally annoying, often time needing 2-3 attempts to revive someone because the pads doesn't seem to "hit" them while they're down. 
• Tank shells and rockets flies sideways while in the air, which is kinda hilarious. 

I've paid for the battlepass, and completing missions this way is just a shore. It's not fun constantly having to fight the game while trying to fulfill goals, and overall gameplay is just annoying. I've tried some crazy "fixes" like going offline mode in your friends list but it didn't work. I've read people say it's this or that, like the anti-cheat system causing it while changing weapons and strafing, but I don't know.  Running latest Nvidia drivers.
