Defibrillator not fully charging.

I can only get the defib to revive teammates to 50, not 100. I am holding down the mouse to charge, but the charge even indicator doesn't turn on. What am I doing wrong here?

It doesn't seem like this is a widespread issue. I can't find much info on it.
