horrible grafix after respawn

when is this going to get fixed!!!i start in a game and have a nice clear picture and when i get killed and respawn the grafix are horrible,,the picture gets very grainy and textures are bad. it looks lik im playing on 480p.this has been going on since the june update and is very frustrating to say the least.

im doing decent in a game then the respawn crap happens and i cant see a thing.this happens on every map at some point,PLEASE FIX THIS IM NOT THE ONLY ONE WITH THIS ISSUE!!!!
