"Join Game" button sometimes missing

I have this issue when playing on PC, having bought and launched the game from the Steam store. myself and many friends in the community have NO Join button at all when trying to jump in with another person running the game from the steam launcher on PC with a full squad, but open slots in the match, during the initial lobby fill OR in game when spots open up. No join option at all... but some other PC players get the option in the same circumstances
