Menu FPS Limiter applies while in Firing Range

The "Frame Rate Limiter – In Menu" setting also limits FPS while inside the firing range. The firing range allows full player control (movement and shooting targets), but the game still treats it as a menu environment and caps the FPS according to the menu limit.

Steps to Reproduce:
1. Open Settings.
2. Go to the Graphics tab.
3. Click the Advanced section.
4. Enable "Frame Rate Limiter – In Menu".
5. Set "Frame Rate Limit – In Menu" to a low value (example: 60).
6. Enter the firing range.
7. Move around or shoot targets and observe the FPS.

Expected Result:
The firing range should use normal in-game FPS behavior instead of the menu FPS limiter.

Actual Result:
FPS is capped by the "Frame Rate Limiter – In Menu" setting while inside the firing range.
