I have a very similar issue to this as well (video link above - bit hard to see on the video though due to video compression), where I get these de-synced horizontal bars across the screen, but mine do not look as severe as your screenshot. Mine look more like screen tearing, apart from there being 3+ distinct de-synced "bars" (about 1" or 2cm high - looks like the same spot and sizes as the bars/lines on your screen, just without all of those vertical lines) appearing on screen, always in the same spot. They also appear on any video recording, so I think that means they are part of the rendered frame and not a monitor tearing issue, as video recording surely happens before the frame gets scanned out to the display. Mine also only appear on the top half of my screen. They only appear on certain maps and any of the different gamemodes on them. For example, on Mirak Valley and Manhattan conquest, escalation, or TDM etc. all have the issue. They also appear on the Sabotage gamemode for Eastwood, so likely appear on conquest and escalation modes as well, but I haven't tested yet, however, others are reporting the issue that looks the same as your screenshot on that map as well. They also only appear after I get downed (I can get downed and be revived and they will appear) or respawn. They often will then go away again if I get downed/respawn again, if disable and re-enable DLSS, or if I alt + enter to minimize the game window to windowed mode, and hit alt + enter again to maximize. But then they will just appear again the next time I get downed/respawn. For me, when this issue appears, I also can only see the bars/lines, if I actually move my character via WASD or look around with the mouse. If I'm not moving, it appears the game is rendering normal, but maybe I just can't see it as easily and it's actually still there.
My only solutions so far are to either permanently disable DLSS (not favourable as the performance and better AA is nicer to have) or use the alt + enter trick every single time I respawn...
But same as with you. If I just don't use DLSS, the problem never occurs. This problem was present for me during the betas as well, but only on Iberian Offensive. Now in the live game, I do not get the issue on Iberian Offensive anymore, but only on the maps mentioned above.
Do you only get this issue on the Manhattan maps and Mirak Valley (maybe Eastwood) as well? What are your PC specs and general video settings, especially video card/Nvidia App settings and monitor-related settings?

Everything is pretty much default settings.
