One sided heli spawn

I have noticed that on some maps, Sobek City, and Operation Firestorm, Manhattan Bridge, one team has either no helis or just transport, making it unreasonably unbalanced and extremely one-sided. Currently just played a game on Sobek city, Pax Armata got both helicopters, absolutely dominated the entire game 1 minute since the start, and even though Operation Firestorm is a bit more balanced purely due to the fact that there is a lot more choices for vehicles and makes it less impactful to be down one attack helicopter. Just to clarify YOU CAN SEE THE HELIS IN THE SPAWN MENU, BUT THEY WILL NEVER SPAWN.
