Same issue, the party usually consists of:

2 Xbox Series X

2 PCs

However, it happens consistently with the same Xbox. The other Xbox and PCs almost never have the issue. The Xbox that doesn't have the issue is a few states away, everyone else is nearby each other.

Also, both PCs use Steam. Checking on cross-play settings now.
