Perks non-functional upon first life/game start

I have noticed recently that the first Perk in your Perk tree is not active at the beginning of a game. 

This is happening with Anti-Armor, Spec Ops, Combat Medic, etc

I originally had believed it to be an issue with universal skins, however after respawning the perks activate again.  I am unsure if this happens every time or if there is an additional catalyst, but it is confirmed happening after I tested it a few times.
