Portal: cannot populate the game with bots on smaller servers

I created a custom experience based on Conquest. I only changed the maximum number of players per team from 32 to 16 and enabled bot backfill. However, the game is stuck at 12 bots in each team, instead of 16:

I have one custom experience that works correctly, with the same settings. I tried to duplicate it as well as export and import its data over a different experience, but it seems that every new experience I create has the same issue - only the very first one I created works.

I verified that bigger servers with 64 players work fine

It won't start unless you have 8 humans join first. Including the host.

Late to the party but this is still a problem. Wanted to play a solo lobby in the new map to simply try it out, and practise the heli against trees as I did back in Zavod, but it refuses to work. Waiting at 13/20 'players', where it's myself and not enough bots backfilling. Not sure whether it's something i've missed on my end. Could do this easily in 2042

Still no fix for this. Was pointless buying this game as a causal player that just wants to create its own solo experiences. BF2042 worked fine and was fun, why make this stupid change EA? Just take away or dial down the XP if that’s your issue and let us solo players create our own vs bot matches. Isn’t that the whole point of Portal mode and what you sold us?
