Portal Conquest 20 player lobby requirement is unachievable

Please please update this DICE, my Battlefield group that has hosted our own games since BF3 never can start our own Portal match and thats with 12 of us playing! The bots get kicked out once players join so they dont count towards the 20 requirement. With bots disabled, you STILL need 20 players which is insane. No random players looking through the Portal browser are going to sit in a server that hasn't started yet and stare at a lobby.
