Portal Conquest Crashes and kicks out all players

Two days in a row my Portal Coquest Server has crashed and kicked out all players.

The Portal is set to persistent but when this happens all players are kicked out and due to the limited GlibalGameQuota it is difficult to get it started again.

If I do manage to get it to start then it's hard to populate due to being forced to have bots backfilling the server as round will not start  with less than  32 players in the lobby.
