Portal Experiences and Bot backfill broken

I went to make a server for practicing attack heli's, every time to host a local or online server the bots only backfill 12 bots. So the game won't even start. Happens with all game modes. I even created my own portal experience and the backfill won't fill past 12 bots.

Portal experiences that are designed to practice heli's are ALL broken. They spawn a bunch of bots in the center of the map with no active game mode. Even if conquest is selected. It seems like any portal experience with a lot of bots just do the same thing.

Tried to alter player count to the minimum on my own portal experience, 20, and the bots still refuse to backfill past 12 bots. So you are unable to start a server without real players. I also tried a few other experiences that have mainly bots and the same issue arises. All bots spawn in the center of the map, no game mode active, no vehicles, no capture points, no rush sites, nothing. Each of the portal experiences I tried also picks random maps that are not listed in their map pool.
It seems like all portal experiences with bots are just broken.
