PORTAL NOT WORKING - AGAIN!!!

I can't host any of my own experiences or even others when I tyoe in a code as it tells me 'SERVER NOT FOUND'

Of course it isn't found! I am trying to create it!!! 

If I have a portal code, I type it in and only if there seem to be persisteent versions of it running does it allow me to host one!

What is this new BS, EA???
