Are y'all trying to build them on your phones? If you have a PC, install the sdk software from the portal website. That's how you can manipulate the maps and add vehicle spawns and objectives. There are probably ways to work around it on a phone, but I havent figured it out yet. I'm able to build a server with 0% vehicle spawn delay with backfill bots, but it never populates enough for the game to even start.
You don't have to play the game on PC, but you do have to have one that you can install the sdk software on from the website, build the experience with whatever vehicles and buildings and objectives you want, and publish it. Then go play the game on whatever you usually play it on.
