Portal webpage sign-in does not work.

Currently (and for quite a while) the portal sign-in page has not worked, so nobody can sign in to get the portal builder. Upon clicking to sign into it, it just sends users back to the same page and not signed in, just refreshes the page and users are not signed in still. Therefore it cannot be used to log in and download the portal builder to create community content until it is fixed.
