Recon Badge not Progressing

I have completed all assignments for Recon, and have both the skins and the calling card quote to prove it. My badge is soft-locked at the gold tier, and when I try to equip the Elite variant it defaults back to gold. Don't know if this happens with other classes too. If anyone knows a workaround, let me know!
