Recon class binoculars overlay visible for all squad members

In the past days 'Ive had a weird overlay randomly appearing on my screen. It looked like I'm looking through a washing machine.

Just yesterday, while playing with some friends, I've finally noticed when that overlay appeared. My squad member was playing the recon class and every time he pulled out his binoculars and actively used them (looked through them), the overlay was visible for me as his squad member as well. Our other friend, also a member of our squad, could also see the overlay every time I saw it. Interestingly, I've noticed this bug to not always be present - and maybe it's a bug on Operation Firestorm only - but when it is present, it's there for the whole match in general.  I've attached a video of this phenomenal bug.
