Redsec rocket reload after respawn without having shot a rocket

Hi Devs, 30-50% of the time, when I respawn, I have to reload my engineer rockets even tho I haven't fired a rocket. I suggest even if you have fired a rocket before dying, you shouldn't have to reload when you spawn back in, and definitely not if you haven't fired a rocket
