I can relate to most of your observations. I have also very often the situation, that the impact of the RPG in a group full of people does no or overwelming low damage to the enemies where they were standing an inch away of impact. Even two shots do not kill them,
On direct hits, I can't recall a noticeable amount of non-kills tbh.
