Rubber banding when 1 or more people have high ping

When 1 or more players on the server have a high ping of 100+, I randomly start getting rubber banding. The more people with high ping are on the server, the more studders I have. My ping ist constantly low ~10-20 .

A Server Browser would likely help fixing this issue as that way, people could play in low pop regions as they consulate on a few servers instead of getting constantly split up by the match making.
