This bug effect attack helicopter and transport helicopter as well, not just scout helicopter.
There are temporarily fix for this and that is when you spawn into a helicopter you have to go to controller settings for helicopter and choose Toggle and back to Hold again in order for the Hold for helicopter zoom to work as normal.
