Shooting Range is broken

The targets on the shooting range stop getting back up. I haven't figured out why, but all the targets on the range are bugging out after a few 'kills'. Didn't matter which class or gun I tried.

I also figured out that when I turn my back on them and turn around they are standing up for a split second but going down instantly. See the video for reference.
