Skins locked to one faction while in a match

To start off I play on Xbox Series X. Sometimes when I start a match as the Pax faction I will try to switch Pax skins only to see only the Nato faction skins showing. This only happens after I have played redsec and will be locked to the respective faction skins I chose while playing redsec.
