Steady Scope function broken on controller

The steady scope binding in the controller settings is non functional when rebound from the default binding.

I've tried every possible button on the controller, i've tried over a dozen different scopes, i've made sure to play as recon, nothing works.
As soon as you rebind the button the steady scope function completely breaks.

I know the function should be working as ive tried swapping to keyboard and mouse in the shooting range and it works perfectly there, swap back to controller and it stops working.

This issue happens with both the combo "toggle scope/steady scope" binding, as well as the stand alone steady scope binding.
