I agree other than I don't seem to get the actual effect of the recon (or any other level 3 ability) just the animation. I'm surprised not to see this bug being talked about more - it's fairly significant.
You get the actual effect sometimes, but not always. For example sometimes Recon just clicks the phone, but sometimes you can even get multiple UAV's on the air by spamming this bug.
Whole ingame training path/specialization is totally broken. There are multiple bug reports for these, but not sure if there has been any responses.
