Unable to deploy anti-tank mines

Same issue as others have mentioned. On pc newest VL-7 or whatever the mode is called breakthrough, escalation, and conquest. I've also noticed it on several maps playing normal breakthrough. You simply can't drop mines like normal since S2 update. You can run back and forth in the same 30'-40' area and finally get them to start deploying  but you can no longer just select mines and start dropping about 70% of the time. It's very random if you deploy a mine or just run around with it in your hands unable to drop it. I've tried crouched and standing it doesn't matter which way it's the same random drop whenever it decides to let you actually drop them.
