Unable to Screenshot/Record Game

I am unable to screenshot/record/clip the game at some times until I restart.

Issue seems to either be with spotify (checked nvidia forums, some users experience this, so I stopped using it) or a screenshot using greenshot or windows snipping tool. 

The issue is persistent until I restart. As I have cleared spotify by not running it, perhaps there is some issue with the game auto minimizing on screenshot?

Nvidia msg (I can't screenshot it) -- a protected app is preventing desktop capture, close the app or disable desktop capture and try again.
