Weird glitching overlay when ADS

I've been been having this bug since launch on some maps, mostly on the New York maps.. But now also in REDSEC mode I've been getting this.

I don't know how to reproduce this, it just happens. Sometimes when I die and respawn it seems to be gone, but it's pretty random.
