Worse Performance on lower settings

Hello! I have a 5070ti and a Ryzen 3900x, 32GB of Ram and a m.2 ssd. I have ran into an issue on battlefield 6. I was getting 60-70fps on medium settings, on task manager my GPU usage would lower when I got into game, leaving me at about 40% Utilization with ~60FPS, my CPU was a bit higher at 70% Utilization. The weird thing is that when I was trying to fix this issue I turned my settings to overkill and got on average 90-110FPS in game. I am not sure what would cause this bug as it does not seem to happen to my other games. I turned off Vsync and Gsync and there is no frame rate limiter.
