Cloud Multi User Dynasty Not Working

I'm trying to create a Team Builder Dynasty on cfb 25 and it lets me select Cloud Multi User but once I select a roster type it shows me "Plans For You" and then cuts to a screen that says "No Offers Available" and the only option is to go back to picking a roster. I figured the problem was because I didn't have Xbox Game Pass for my Xbox but I bought it (game pass) and it's still not working. Any information would help.
