In Qualifying the AI comes Out together and they stay Like that. They dont improve their times, they follow each other to closely. Many Cars are Always right behind each other on their hotlaps.

Unfortunately they already mentioned in the community raised issues thread they won't be making any changes regarding AI qualifying.
AI | 'Flying lap' in Qualifying can cause AI to bunch together around the track
- ❗Note from Dev: When selecting 'Flying Lap' AI are 'teleported' to the track at the same time as the player car, this can result in bunching from occurring. After thorough investigation, attempting a fix risks a broader detrimental impact to AI behaviour throughout the rest of the game. If you wish to avoid AI bunching during Qualifying, please select 'Drive Out' instead.
