I can tell you that from my tests, unfortunately, even modifiers don't help. As you can see from the video, I brought my car down to the minimum level of 100, and there are no modifiers there, and as you can see, I set practically the same time as the car at 665 (the level when I made the video). I'll post a screenshot of the final times.
Anyway, you never know, so I'll also send you some screenshots of the car at 1000. Keep in mind that I kept the first parts I got, because honestly, this whole thing has disappointed me a lot, especially since, like all of us, I paid for the game, and I also wasted a lot of resources creating parts and invitationals just to test.
I hope these are helpful in resolving the issue, because this situation is becoming more than frustrating. And every time I see them update the "F1® 25 - Community-Raised Issues" list and not find our problem, it makes me very angry. I apologize for repeating this, but we paid full price for the game, and it's not at all professional to not have a concrete answer to our problem after 30 days of reporting it.

couple of problems though, for some reason i cant click the images to make them bigger as the text is blurry on them, the other thing is its in your native language, so naturally i cant read it anyways.
the idea with mods is to get engine power as much as possible in the left section of the car, but in the right get as much stuff with "after a clean lap" as you can. i mean still want engine power in clean lap stuff.
Because somewhere else you explained your car was a rocket for the first lap or so then everyone just outpaced you, where if you had tons of stuff off the start of the race, then your car would be fast for a lap or so then, be super slow, as your active bonuses are gone, meanwhile everyones passive bonuses are there for the race.
i just want to test mods out properly, because my experience with my car being slow is inconsistant while i was leveling, you know how it was, do an invitational, get like 25+ new parts, swap all the legendaries you have equipped with new legendaries, sometimes the car was fast, could outpace the ai, other times it felt like you was driving an f2 in a f1 race. so my thinking here is, some of those races we was fast on, our mods were passive oritented, meanwhile now we're at max and good parts is alot harder to come by since stuff from invitationals drops at 900, i expect our parts are alot worse in comparison mod wise.
i'd be willing to test alot of this stuff with you if you want, my idea of testing mods is do invitationals and stick on level 900 legendary parts, try to min/max the mod rolls via tons of parts from more invitiationals, then lets see if this is a factor or not. i'm on steam, what version you running? (for adding each other reasons)

I'm glad you want to try and solve the problem, but unfortunately, my brother and I are tired of having to find a solution ourselves (and by that I mean all the end-users of the game). I can assure you that we've wasted a lot of time just doing tests, while no one responsible for the game is giving us updates on the matter.
Now we're just playing for fun in the two-player career mode, hoping that the relevant people fix the problem before the new season, where they will surely raise the tech level as in the past, maybe to 1200, and then we'll truly be driving like F2 cars against F1s.
We truly hope this bug is resolved as soon as possible.

i can understand that, i also burned out massively from the game due to this, the idea of f1 world was to keep the game interesting, your still doing the same tracks, but here is some extra stuff to make things interesting. plus you get to drive a car you painted, something that i enjoy after spending hours painting one.
but then after winning so many races, starting to lose all the time, getting rekt by my friend who is on average 2-3 seconds slower than me, still uses braking assist ect, by like 2-3 seconds per lap. (at the time he was 300 levels below me)
really takes all the fun out of the game completely, your now fighting for positions vs the guys at the back who cant race at all and are generally worse drivers than you are by a fair bit, thus this leads to more frustration as its not only your behind, but your also getting rammed and brake checked everywhere.
just properly burned out, i even saw the v1.07 notes early and didnt contain a single thing on this.
i've got to the stage now where i dont expect it to be fixed and i fully believe tech level is working backwards.
at one point i tested the equal performance car vs the tech level car, it was like 650 ish at the time and the equal performance was faster than it, i started thinking EP must be a tech level 1000 car.
but i actually think this now instead, tech level is working backwards, so every single point of more tech level, is actually slowing the car down instead. So a tech level 100 car will be faster than a tech level 1000 car, i just cant test this as i never kept my level 100 parts- GeX11172 days agoRising Scout
To bring the car back to 100, it's easy: just equip a part you don't care about and sell it while it's mounted. At that point, it will be replaced by a level 100 part. Just watch the beginning of my video; I do exactly that to test the tech level. So, the important thing is to make sure you sell the part you don't care about while it's equipped.
