To bring the car back to 100, it's easy: just equip a part you don't care about and sell it while it's mounted. At that point, it will be replaced by a level 100 part. Just watch the beginning of my video; I do exactly that to test the tech level. So, the important thing is to make sure you sell the part you don't care about while it's equipped.
i dont have any low parts, they were all sold so i could upgrade my unique. is there another way to get low upgrades? (downgrades i guess)
