I have been having this exact issue. I went from being at the front and beating 800 cars with my 400 car, to being 3 seconds off the pace every lap. Nothing but ridiculous. I've tried reverting to level 100 stock parts and keeping the staff members as written above. Shockingly, the car is now much quicker than it was!
