I can now confirm as I have resorted to doing it if you dismantle your vehicle parts back to 100 it will make your car much faster. I was very reluctant to do it DO NOT dismantle your team.
I also tested it by putting 900 parts back on which resulted in the car been slow again so until this problem is fixed I won't be upgrading car parts.it is now fun to drive again as I can keep up with others hope this helps all that are struggling.
