My Team forces player to buy a Facility Improvement

When I was asked to pick a facility improvement, I didn’t have enough money so I tried to back out the facility improvements screen only to be told to pick a facility essentially soft locking the game. 

My team has functionality missing for handling when the player hasn’t got enough cash to buy an upgrade.
